OID INFRASTRUCTURE MODERNIZATION PROJECT BID
REQUEST FOR PROPOSALS
Sealed Proposals for construction of the Ochoco Irrigation District, Group 1 Pump Station Project (Project) will be received at Ochoco Irrigation District, 1001 NW Deer Street, Prineville, Oregon 97754, until, but not after, 2:00 p.m., local time February 1, 2022. Proposals will be publicly opened and read at 2:00 p.m. February 1, 2022 at Ochoco Irrigation District.
PROPOSAL: Ochoco Irrigation District, Group 1 Pump Station Project
The work contemplated consists of, but is not limited to the following major items as further defined in the Proposal Documents:
- Demolition and reconstruction of two irrigation pump stations.
- The existing Barnes Butte Pumping Plant consisting of five pumps, totaling 1,800 HP, and a total capacity of 135 CFS will be replaced. Replacement facilities will include eleven vertical turbine pumps, totaling 2,100 HP and a have a total capacity of 155 CFS.
- The existing Ochoco Relift Pumping Plant consisting of six pumps, totaling 1,550 HP, and a total capacity of 95 CFS will be replaced. Replacement facilities will include nine vertical turbine pumps, totaling 1,625 HP and a have a total capacity of 115 CFS. Two other existing pumps will remain, protected in place.
- The work also includes, but is not necessarily limited to, coordination with electrical utility, construction survey, demolition and disposal of existing equipment, shoring and dewatering, excavation and backfill, cast-in-place concrete, construction of metal frame canopy structure, procurement and installation of HDPE and steel pipe, valves, pumps and motors, electrical equipment, lighting, instrumentation and controls, wiring, testing, start-up and training of Owners personnel.
The contract time will be limited to a Substantial Completion time schedule commencing on February 15, 2022 and ending on March 31, 2023 (410 Calendar Days). All materials for the project will be supplied by the Contractor. Substantial completion of all work included in the contract agreement must be attained by March 31, 2023. Liquidated damages of $2,000.00 per day for the first 10 days and $10,000.00 per day thereafter shall be assessed should the contractor fail to achieve substantial completion within the time allowed. Restoration, demobilization from the site and all closeout and punch-list items are to be completed by April 30, 2023.
Contractors shall use recyclable products to the maximum extent economically feasible in the performance of the contract work.
Disadvantaged Business Enterprises are encouraged to propose on this project. The project and associated Proposal are subject to grant conditions provided in the Proposal Documents.

A MANDATORY PRE-PROPOSAL MEETING for representatives and potential Proposers will be held Thursday, January 6, 2022, at 1:00 P.M. at the Ochoco Irrigation District office and will include a visit to the project site.
This project is subject to Oregon prevailing wage laws and the Federal Davis-Bacon Act (ORS 279C.800 to 279C.870), whichever is higher.
The Owner is using the Best Value Procurement method for selecting a Contractor for this Project, based upon a combination of scoring for a Qualifications Element and a Proposal Cost Element. Details for Proposing are contained in the Instructions to Proposers of the Proposal Documents. Each Proposal must be submitted as prescribed and accompanied by a certified check or Proposal bond executed on the form bound within the Contract Documents or one substantially similar, payable to the Ochoco Irrigation District, in an amount not less than ten percent (10%) of the amount Proposal. The successful Proposer will be required to furnish a performance bond and payment bond, each in the full amount of the contract price.

The Owner reserves the right to waive any informality or to reject any or all Proposals not conforming to the intent and purpose of the contract documents or when in the public interest. Any Proposer may withdraw its Proposal prior to the time of Proposal opening and no Proposer may withdraw its Proposal after the time of Proposal opening.
